Colin Mackay

Executive Director

Founder of Laser Gulf in 2008 establishing the first office in Baku, Azerbaijan before setting up regional offices in UK (2015) and Kazakhstan (2017) and now heading up International operations. Having statrted his career in the large Oil & Gas fabrication yards (Nigg) in the early 1980's as a Dimensional Control Surveyor and then moving on to working in the North Sea and Internationally prior to establishing Laser Gulf.

A vast experience in the Oil & Gas industry from new build fabrication and design, through to Hook Up and Brownfiled Modifications Engineering both Offshore and Onshore accross the World. This has spread across three decades and following the technology to present day 3D Design packages and always keeping Laser Gulf ahead of the industry in utilizing the most recent technology.

Lee Henderson

Non-Executive Director

Joined Laser Gulf in 2015 to expand the Engineering capabilty and taking 20 years experience primeraly in the Drill Engineering field and in more recent years as Project Management to BP (Caspian) before taking the role as Director with Laser Gulf and now currently heading up the Azerbaijan Operation within the Laser Gulf Group of companies

Graduating from Newcastle University in 1991 and taking position as Engineer in Amec (Wallsend) before moving to Aberdeen working for KCAD (RDS) working in North Sea and finally moving to Baku where he spent 10 years as part of the BP Engineering support group with RDS.

Graham Beattie

Subsea Manager

Graham has extensive experience gained in Subsea Well Systems Engineering , Operations and Project Management during his 32+ years in the Industry. He holds a degree in Mechanical Engineering and has held numerous Subsea roles globally with both Tier 1 Subsea Contractors as well as 16 years with BP in the UK and Azerbaijan ,where his former position of Subsea Wells Manager , managed the first Subsea development in the Caspian Region.

Graham joined Laser Gulf in 2017 where he formed the Subsea Division offering Subsea Project Management , Operations support and Expertise in support of various local and global Subsea Projects . His integrated offering has now expanded and includes such services as Drilling and Completion Engineering & Operational Support, Subsea Inspection and Pressure Control Equipment maintenance . He is a very focused and results orientated person whom strives on Project success.

Naoufal (Rocco) Abouelala

Survey Manager (Renewables)

The newest member of the LG family, Rocco has joined Laser Gulf early 2025. Graduate from University of Nottingham & Imperial University, He joins us with 2 Engineering masters degrees and over 12 years of Oil & Gas experience.

Thanks to his outstanding work ethic & efficient management skills, Rocco has managed to build a team of over Thirty surveyors. He is now tasked to grow our presence in the Renewable sector, starting with our newly acquired project in Hinkley Point C.

Matt Bell

Director (Renewables)

Matt joined Laser Gulf in 2024 to expand the renewables sector, he has workd in the Oil & Gas industry since leaving full time education and brings a vast knowledge of digital twin to the company.

Survey Manager (GCC)

Over 15 years experience in Oil & Gas Industry delivering a wide variety of Survey/Engineering Projects in multiple locations both Onshore and Offshore across the World.

He has degree in Mechanical Engineering, gained his experience starting as Dimensional Control Surveyor in the Caspian Sea, delivering Dimensional Control and specialising in Laser Scanning with a wide variety in the most up to date technology in this field. Joined Laser Gulf, Azerbaijan in 2009 as Trainee Surveyor, before moving through the ranks and finally to current position in Middle East.

Anatoliy Skripil

Survey Manager (Caspian)

Over 16 years experience in Oil & Gas Industry delivering a wide variety of Survey/Engineering Projects in multiple locations both Onshore and Offshore across the World.

He has degree in Geodesy/Surveying, gained his experience starting as Dimensional Control Surveyor in the Caspian Sea, delivering Dimensional Control and specialising in Laser Scanning with a wide variety in the most up to date technology in this field. Joined Laser Gulf, Azerbaijan in 2008 as Trainee Surveyor, before moving through the ranks and finally to current position.

Scott Mitchell

Survey Manager (UK)

Scott joined Laser Gulf in 2025 after over ten years working as a senior dimensional control surveyor. He holds a BSc in Architectural Technology from RGU and a MSc in Building Surveying from Northumbria University and started working in the Oil and Gas industry in 2009 as an Architectural Engineer.

Scott has a wide and diverse background having worked as a facilities manager, online hydrographic surveyor, survey data processor before focussing on DC and Laser Scanning. He has worked on many large scale fabrication projects globally in Oil and Gas and renewables, as well as routine DC offshore scopes. He has an interest in survey technology, such as GNSS and UAVs and photogrammetry. He is looking forward to developing new technology and workflows in the UK office.
